Finland Takes Sawmill Case to Morocco — Minister Leads Rabat Push

Minister Sari Essayah leads business delegation to Rabat, targeting forestry and bioeconomy partnerships with North Africa's fastest-growing timber market

Finland’s Minister of Agriculture and Forestry has touched down in Morocco for a four-day trade mission, with her country’s sawmill sector squarely in the frame. That is according to the Finnish Government, which announced the visit on Monday ahead of Minister Sari Essayah’s departure for Rabat on 24 March.

Essayah is accompanied by a business delegation focused on forest and water expertise — two sectors where Finland has been actively seeking new export markets beyond its traditional European base. The four-day programme runs until 27 March and includes meetings with Moroccan ministers responsible for agriculture, forestry and water affairs, alongside events hosted by Morocco’s National Agency for Water and Forests.

Research cooperation is also on the table.

Officials confirmed that working sessions will explore potential collaboration between Finnish and Moroccan institutions, though no specific agreements have been announced ahead of the visit.

Morocco’s interest in Finland’s forestry model is well established. The North African country has been working to expand and modernise its forest estate through a national reforestation programme, and Finnish expertise in sustainable forest management and bioeconomy value chains has attracted the attention of Moroccan government bodies.

“Morocco is an important potential growth market for our sawmill industry, and there are considerable opportunities for cooperation involving water expertise,” Essayah said. “During our visit, we aim to bolster Finland’s reputation as a leading country in sustainable and innovative bioeconomy solutions. I hope the trip will help open doors to new partnerships.”

The mission follows a separate visit to Morocco last month by Finland’s Foreign Affairs Minister Elina Valtonen, who met her counterpart in Rabat to discuss bilateral trade and investment ties. That back-to-back diplomatic push signals Helsinki is treating Morocco as a priority market — unusual for a country that has historically directed its forest industry trade efforts towards Europe and Asia.

Finland manages roughly 26 million hectares of productive forest, with softwood sawlog output running at around 33 million cubic metres annually. Its forestry sector — anchored by majors including Stora Enso, UPM and Metsä Group — generates approximately €13 billion in exports each year, making it one of the country’s top three export industries.
